When: Whether a call can ring the agent now changed: CONNECTED (an app or browser of theirs is connected), PUSH_ONLY (none connected, a device registered for push), UNREACHABLE (neither: a call to a line they own ends NO_ANSWER at once). See Agents

Extra data: data is { agent_ref, agent_id, reach, previous_reach }; previous_reach null the first time
