`billing.payment_action_required`

When: Your bank asks you to confirm an auto top-up (3-D Secure), which can't be done while you're away: open action_url to confirm it (once per payment). Auto top-up waits until it's confirmed; unconfirmed after a day it fails (billing.payment_failed)

Extra data: data is { account_id, payment_id, kind, amount, currency, action_url } — amount is what the balance gets
